Reporting a Crime or Incident


We encourage individuals to use our
online incident report form to report prohibited conduct. Once submitted, this form is routed to the Spelman College Title IX & Compliance Office staff.

If you would like to schedule a meeting to speak with the Title IX & Compliance staff, we encourage members of the community to utilize the Request a Meeting form. Requesting a meeting is different from reporting an incident.

Amnesty for Victims and Witness


Spelman College encourages the reporting of misconduct and crimes by victims and witnesses. Sometimes, victims or witnesses are hesitant to report to College officials or participate in resolution processes because they fear that they themselves may be accused of policy violations, such as underage drinking at the time of the incident. It is in the best interest of this community that as many victims as possible choose to report to College officials, and that witnesses come forward to share what they know. To encourage reporting, Spelman College pursues a policy of offering victims of misconduct and witnesses amnesty from minor policy violations related to the incident.

Sometimes, students are hesitant to offer assistance to others for fear that they may get themselves in trouble (for example, a student who has been using marijuana might hesitate to help take a sexual misconduct victim to the Campus Police). The College pursues a policy of amnesty for students who offer help to others in need. While policy violations cannot be overlooked, the College will provide educational options, rather than punishment, to those who offer their assistance to others in need.

Title IX Coordinator and Deputy Title IX Coordinators

Sexual and gender-based discrimination and/or violence by members of the College community should be immediately reported to Spelman College’s Title IX Coordinator or a Deputy Title IX Coordinator. A formal complaint may be filed with the Title IX Coordinator Reporting Form. The Title IX Coordinators and Deputy Title IX Coordinators are listed below.

Mandated Reporter


Most Spelman College employees (faculty, staff and administrators) are expected to report actual or suspected discrimination or harassment to the Title IX Coordinator or Deputy Title IX Coordinator immediately, though there are some limited exceptions.

Additionally, some student employees, including Resident Assistants and Building Monitors, are required to report incidents to the Title IX Coordinators while acting in their employment capacity.

Failure of a Mandated Reporter to report an incident or incidents of sex or gender harassment or discrimination of which they become aware is a violation of college policy and can be subject to disciplinary action for failure to comply with college policies.

Confidential Employees


Counseling Center - Student Health Services - Religious Life

Campus mental-health counselors, pastoral counselors, social workers, psychologists, student health services employees, or any other person with a professional license requiring confidentiality [and functioning in a role related to such licensing], or who is supervised by such a person, are not required to report incidents of sexual violence to the school, without the student’s consent, in a way that identifies the student. This exemption is intended to ensure that these individuals can provide appropriate counseling services without an obligation to report crimes they may learn about after information has been disclosed.

Confidential employees should inform students of their right to file a report with the Title IX Coordinator and/or campus and local law enforcement. To the extent possible within their role, Confidential Employees will assist members of the campus community to connect with other available on-campus or community resources.

In addition to the confidential employees on campus, the College has partnered with Magellan to provide comprehensive services for its Employee Assistance Program. Employees are encouraged to call 1-800-523-5668 or 1-800-882-7610 (TTY) to contact a confidential EAP counselor.

Campus Law Enforcement

Campus Law Enforcement officials are responsible for the intake and investigation of criminal complaints. While criminal investigation is initiated at the discretion of law enforcement authorities, a Title IX investigation is not discretionary; a school has a duty under Title IX to resolve complaints promptly and equitably and to provide a safe and nondiscriminatory environment, free from sexual harassment and sexual violence, for all students. 

Law Enforcement should inform students of their right to file a Title IX complaint with the school and a separate complaint with campus or local law enforcement. Additionally, law enforcement officials should be equipped with information about resources for counseling, medical, and academic support. Officials also notify the Title IX and Compliance office to ensure parties are aware of all rights and responsibilities, including protections against retaliation, and that school officials will not only take steps to prevent retaliation but also take strong responsive action if it occurs.

Upon request, College officials are available to provide assistance with making such reports. Reporting to law enforcement is not required. Anyone considering filing a report with the College or law enforcement is encouraged to preserve any evidence of sexual misconduct.

Reporting an Incident to Another AUC Institution

Spelman College, Clark Atlanta University, Morehouse College and Morehouse School of Medicine collectively form the Atlanta University Center Consortium (AUCC). Spelman College students and employees, when studying at, visiting or attending a college-related event of another AUCC institution, using the Woodruff Library or its shuttle, will be subject to Spelman College policies as well as the policies of the other campus institution or library.

When the Complainant is a member of the Spelman community, a (Spelman controlled) Resolution process may be available regardless of the status of the Respondent, who may or may not be a member of the Spelman community. The College may, in its discretion, dismiss a formal complaint if the Respondent is not subject to disciplinary control, or otherwise sanctionable, by the College. For example, the College may be limited in its ability to sanction an individual who is not a student, employee of the College, or otherwise desires ongoing access to the college’s environment. In these instances, the disciplinary action is limited to restricting individuals from campus.

Filing a Complaint with the Office of Civil Rights

If you have concerns about the way in which an institution is handling a Title IX violation, you have the right to file a formal complaint with the Office of Civil Rights. The Office of Civil Rights (OCR) handles all Title IX complaints. Generally, an OCR complaint must be filed within 180 days of the incident. Electronic complaint forms can be found on the OCR’s website.
